Universal Studios Bedford Forecast To Outperform London’s Leading Visitor Attractions

The planned Universal Studios theme park in Bedfordshire is being positioned as one of the UK’s most significant future visitor economy projects, with local authority reporting forecasting attendance above London’s leading attractions.

A progress report presented to Bedford Borough Council states that the resort is expected to attract around 8 million visitors in its first year, rising to 12 million annually after 20 years. If achieved, this would place the site ahead of the UK’s most visited attractions recorded in 2025, including the Natural History Museum, the British Museum and Windsor Great Park.

The resort is scheduled to open in May 2031 on a 460-acre site south of Bedford, near the A421 at Kempston Hardwick. The land, formerly owned by London Brick, was acquired by Universal several years ago and has since moved through key planning stages.

The scheme includes the first Universal theme park in Europe, alongside a 500-room hotel, retail, dining and nightlife provision. For the UK attractions sector, the project represents a major shift in scale, bringing a global entertainment operator into a regional destination setting.

Planning Approval And Economic Impact

The project secured planning permission through a special development order from the Department for Housing, Communities and Local Government in December last year. The approval followed the Government’s earlier support for the expansion of nearby Luton Airport, which is expected to play an important role in regional connectivity.

According to the council report, the development could contribute an estimated £50bn to the UK economy. It is also expected to support 20,000 jobs during construction and create 8,000 operational roles once the resort opens.

For developers, suppliers, creative studios and attraction specialists, these figures point to a long-term pipeline of opportunity across construction, themed entertainment, hospitality, transport, retail, food and beverage, facilities management and guest operations.

The report also positions the project as a significant boost for UK tourism and the creative industries. A Universal resort would create demand for production, design, technical integration, entertainment programming and specialist operational services across several years of development and opening activity.

Transport Links Shape The Resort Model

Transport is a central element of the Bedford plan. The site is expected to benefit from fast rail access to London, with journey times promoted at around 39 minutes. A new four-platform railway station at nearby Wixams is planned between 2027 and 2030, supported by expansion works at Kempston Hardwick station.

Road access will also form part of the delivery plan, including new direct slip roads on the A421 and wider local road improvements. These upgrades are important for managing visitor volume, staff access, coach operations, construction traffic and local movement around major event periods.

For large-scale attraction planning, the Bedford scheme highlights the importance of aligning destination development with transport capacity. Visitor numbers of this scale depend on rail, road and airport links that can support both peak arrivals and daily staff movement.

Local Growth Beyond The Gate

Bedford Borough Council has indicated that it wants to use the pull of Universal’s investment to raise wider local spend and attract additional private sector activity.

This will be a key issue for the area as the project progresses. Major resorts can bring strong economic activity within their own boundaries, but the wider value for a host location depends on links with hotels, town centres, suppliers, training providers and local businesses.

Council officers have noted Universal’s experience in developing resorts internationally and its capacity to take an active role in the local community. For Bedford, the opportunity will be to convert global brand investment into durable regional benefit.

As the project moves towards its planned 2031 opening, Universal Studios Bedford is likely to become a major reference point for UK visitor experience development, infrastructure planning and destination-led economic growth.
