Universal has named the first major contractors and consultants working on its £5 billion theme park and resort in Bedford, giving the clearest indication so far of the delivery team behind one of the UK’s largest live construction programmes.
Bovis, Galliford Try, Morgan Sindall, Careys, Sir Robert McAlpine, Wates and Winvic are among 23 firms appointed to support delivery of the Universal United Kingdom Resort. Universal has not yet disclosed individual contract values or detailed package scopes, but the announcement signals a significant step as construction activity increases at the former Kempston Hardwick brickworks site south of Bedford.
The 476-acre development will become Universal’s first branded theme park and resort in Europe. It is currently due to open in 2031, following a five-year main construction programme. Enabling works are already under way, with delivery expected to accelerate as site preparation, infrastructure coordination and package mobilisation progress.
Scale Of Investment Shapes Delivery Requirements
Comcast NBCUniversal has committed more than £5 billion to the resort, while the UK Government is investing £1.3 billion in supporting road, rail and local infrastructure. The scale of public and private investment places the scheme among the most important UK visitor economy projects currently in development.
Plans include several themed lands, major rides and attractions, a 500-room hotel and a retail, dining and entertainment district. For the visitor experience supply chain, the project represents a major opportunity across construction, themed entertainment, infrastructure, transport, landscape, utilities, hospitality and operational readiness.
Universal has said the resort could generate £50 billion of economic benefit and support 20,000 jobs during construction. Once operational, the development is expected to create 8,000 direct jobs. For Bedford and the wider region, the project is likely to reshape local employment, skills demand, supplier engagement and destination positioning over the coming decade.
Consultants And Specialists Join Project Team
Alongside the main contractor group, Universal has appointed a broad consultant and specialist support team. The list includes Arcadis Consulting, AtkinsRéalis, Blumano, Brindle & Green, Buro Happold, Gensler, Gillespies, Gleeds, Mace Consult, Mott MacDonald, Ove Arup & Partners, Oxford Archaeology, Pinsent Masons, Rider Levett Bucknall, Ridge and Partners, and Wilson James.
The mix of firms reflects the complexity of delivering a resort of this scale. A project combining theme park environments, visitor accommodation, entertainment space, infrastructure links, landscape design, crowd movement, utilities and security requires coordination across multiple disciplines from the earliest construction stages.
Universal also confirmed that a number of businesses involved during feasibility and planning are continuing to support the project. These have included WSP, LDA Design, SLR Consulting, DWD Property and Planning, and Town Legal.
Planning Route Clears Construction Path
Planning permission has been granted through a Special Development Order, allowing work to move ahead. For the UK attractions sector, the use of this route underlines the national significance attached to the development and its expected economic impact.
For Experience UK’s audience, the Bedford resort will be closely watched not only as a major theme park investment, but also as a test of the UK’s ability to deliver a complex international attraction at pace and scale. The contractor appointments mark an important shift from planning into delivery, with the next phase likely to bring further detail on packages, supply chain opportunities, transport works and construction sequencing.
As Universal begins assembling the physical foundations for its first European resort, the project is set to become a defining reference point for destination development, themed entertainment construction and visitor economy infrastructure in the UK.
