Greater Sentosa Plans Signal Major New Phase For Singapore Attractions

Singapore Prime Minister Lawrence Wong has confirmed the next major phase of development for Sentosa and neighbouring Pulau Brani, placing Greater Sentosa at the centre of the country’s long-term tourism strategy.

The programme will bring the 120-hectare Pulau Brani under Sentosa’s wider destination framework, creating new space for attractions, resorts, leisure concepts, events and supporting infrastructure. For international attraction developers, operators and design teams, the announcement marks a significant opportunity in one of Asia’s most mature tourism markets.

Speaking during Singapore’s National Day Rally in late August, Wong said Sentosa was due for a major refresh following the earlier development of Resorts World Sentosa and Universal Studios Singapore. He confirmed that Pulau Brani, once port operations have moved out, will accommodate new attractions and visitor experiences.

The vision also includes land reclamation to better connect Brani with Sentosa, a new Downtown South resort by NTUC, and a higher-capacity people mover linking the mainland, Sentosa and Brani. Water taxis are also being studied as part of the broader access strategy.

Pulau Brani Opens Major Attraction Development Potential

The Greater Sentosa Master Plan builds on the Sentosa-Brani Master Plan first set out in 2019. Since then, the concept has advanced, with Sentosa Development Corporation setting out the next stage earlier this year.

SDC expects Greater Sentosa to attract twice the visitor numbers currently recorded by Sentosa, which receives around 19 million visits annually. One of the most commercially significant areas is Brani West, identified as one of the largest attraction development sites in the masterplan.

The opportunity has already moved beyond early concept work. SDC has confirmed that discussions with potential partners are underway, while Singapore Tourism Board leadership has invited international developers and concept owners to engage on future opportunities. Design consultancy tenders are also expected to support key masterplan components.

For the visitor experience industry, Brani West is likely to become a closely watched site. Its scale, location and links to established tourism infrastructure could support major IP attractions, cultural destinations, leisure-led resorts or mixed-use entertainment concepts.

Nature, Leisure And Coastal Experiences Set The Direction

On Sentosa, the masterplan includes new visitor attractions and destination landmarks. Imbiah Canopy will introduce attractions, food and beverage, retail and event spaces at Mount Imbiah, connected by a treetop skywalk to nature trails leading towards Siloso Beach.

The planned Imbiah Lookout Walk will create a sheltered elevated route between Sensoryscape and Imbiah Lookout, while further nature-based attractions will open secondary forests and heritage buildings around Mount Imbiah.

Longer term, trails are planned to connect Sentosa with Singapore’s Southern Ridges, while forests across Brani, Serapong and Imbiah will be linked into a continuous green network. The beachfront Sensorium is also planned, combining indoor attractions, lifestyle uses and a multi-purpose venue for festivals and events.

Sentosa’s beaches, Siloso, Palawan and Tanjong, will be reworked with new coastal attractions, beach clubs and day-to-night leisure uses. Concepts under review include offshore islet connections, treetop dining and waterfront leisure formats.

Public And Private Investment Align

Greater Sentosa will be supported by major public infrastructure, including reclamation, beach improvements, coastal defences, a new Island Heart Transport Hub and expanded transport capacity.

Public investment has already begun through the S$90 million Sensoryscape project, while additional funding has supported feasibility and consultancy work. A further S$740 million has also been added to Singapore’s Tourism Development Fund, supporting national tourism renewal.

Alongside this, Genting Singapore is investing S$6.8 billion in Resorts World Sentosa between 2025 and 2030. RWS 2.0 includes Minion Land, the expanded Singapore Oceanarium, Super Nintendo World and a major waterfront lifestyle development.
