Universal Unveils ‘Universal United Kingdom Resort’ as £5 Billion Bedfordshire Development Moves Forward

The UK attractions and visitor experience sector reached a major milestone this week as Comcast NBCUniversal officially unveiled the name of its landmark UK destination – Universal United Kingdom Resort – alongside confirmation of more than £5 billion in investment into what is set to become one of Europe’s most significant leisure developments.

Located in Bedfordshire, the Universal United Kingdom Resort will be Universal’s first major theme park and resort destination in Europe and is expected to open in 2031. The project represents one of the largest investments ever made in the UK tourism and experience economy and is forecast to generate almost £50 billion in economic benefit by 2055.

The unveiling of the resort’s name and branding took place at 11 Downing Street, where Chancellor Rachel Reeves and Culture Secretary Lisa Nandy welcomed Comcast Chairman Brian Roberts and Universal Destinations & Experiences Chairman and CEO Mark Woodbury to mark the next phase of the project.

Alongside the announcement, Universal confirmed that construction preparations are already underway, with major development work expected to begin shortly on the Bedfordshire site. The resort will feature a world-class theme park, hospitality offerings, entertainment venues and immersive visitor experiences, positioning the UK as home to one of the world’s most recognisable destination brands. The development is expected to attract millions of visitors annually, including more than one million additional international visitors each year.

For the wider experience economy, the project represents a significant opportunity across the attractions, hospitality, technology, construction and creative sectors. Universal estimates the development will create approximately 28,000 jobs, including nearly 20,000 during construction and a further 8,000 permanent operational roles once the resort opens.

The UK Government has also committed £1.3 billion towards transport and infrastructure improvements to support the development and unlock wider regional growth. Planned investments include upgrades to the A421, improvements at Wixams railway station and new community infrastructure designed to maximise economic and social benefits across Bedfordshire and neighbouring communities.

The project is already generating significant interest from prospective employees and suppliers. Universal has established a growing UK-based team, with more than 100 people currently employed on the project and over 33,000 expressions of interest received from individuals seeking future employment opportunities. Approximately 80% of the resort’s workforce is expected to be recruited from Bedfordshire and surrounding regions.

In addition to employment opportunities, Universal has committed to working with local colleges and universities to create apprenticeships, internships and training programmes, helping to develop the next generation of talent for the attractions, hospitality and creative industries.

Commenting on the announcement, Culture Secretary Lisa Nandy said:

“This unparalleled investment is a huge vote of confidence in the UK and puts rocket boosters under our entertainment industry. When it comes to creating world-class experiences, the UK is second to none. We’re proud to be backing British industry, investing in local talent and partnering with powerhouses like Universal to create jobs, growth and opportunities across the UK.”

Mark Woodbury, Chairman and CEO of Universal Destinations & Experiences, added:

“Today marks a significant milestone on our journey to bring Universal United Kingdom Resort to the UK. This new theme park and resort will create so many new opportunities for the people of Bedford and beyond and allow us to share our distinct experiences with guests from around the world.”

Welcoming the announcement, Ian Clappison, CEO of Experience UK, said:

“The unveiling of Universal United Kingdom Resort is a landmark moment for the UK experience economy and one that will be celebrated across our industry. This development represents far more than a new visitor attraction – it is a powerful vote of confidence in the UK’s world-leading creative, design, technology and attractions sectors.”

“Universal’s decision to make its first European destination in the UK will create significant opportunities for British businesses of all sizes, from architects, designers and technology specialists through to operators, consultants and experience creators. The economic impact will be transformative, but equally important is the legacy it will leave in skills development, innovation and international recognition.”

“Many Experience UK members have already played a role in delivering world-class attractions and themed entertainment projects around the globe. Universal United Kingdom Resort presents an incredible opportunity for UK expertise to help shape what will undoubtedly become one of Europe’s most important visitor destinations. We look forward to supporting our members as they engage with the opportunities this landmark project will create over the coming years.”

For Experience UK members and the wider supply chain, the announcement reinforces the UK’s position as a global leader in creating world-class visitor experiences. From designers, architects and technology specialists to operators, consultants, creative studios and experience producers, the arrival of Universal United Kingdom Resort is expected to create significant opportunities for British businesses over the coming years.

The unveiling of the Universal United Kingdom Resort brand marks the beginning of an exciting new chapter for the UK’s visitor economy and further demonstrates the growing international confidence in Britain’s ability to deliver world-leading entertainment, leisure and immersive experiences. With construction set to gather pace over the coming months, the project is poised to become one of the most significant developments the UK attractions sector has seen in a generation.
