Universal Studios UK Resort Moves Forward With £1.3bn Public Funding Package

The UK Government has confirmed a £1.3bn public funding package to support the delivery of Universal United Kingdom Resort, a major new theme park and entertainment complex planned for Bedfordshire.

The scheme, led by Comcast, owner of NBC Universal and Sky, will mark Universal’s first theme park resort in Europe. The attraction is planned for the former Kempston Hardwick brickworks site near Bedford, placing the project within the Oxford-to-Cambridge growth corridor.

For the UK visitor experience sector, the announcement represents one of the most significant infrastructure-backed entertainment investments in recent years. The resort is scheduled to open in 2031 and is expected to attract around 8.5 million visitors in its first year of operation.

Public Investment Linked To Regional Growth

The funding package includes £400m through the regional growth fund and a £438m grant from the Department for Culture, Media and Sport. This will be directed towards community infrastructure intended to help Bedfordshire and the wider region gain long-term value from the resort’s arrival.

The Department for Transport is also expected to invest around £474m in road and rail projects connected to the scheme. Earlier public investment plans included close to £500m for transport infrastructure, including work linked to Wixams station.

For businesses operating in attraction design, construction, placemaking, transport planning, hospitality, guest operations, retail, food and beverage, and digital systems, the scale of the supporting infrastructure points to a broad procurement and partnership pipeline.

Comcast Investment Signals Long-Term Market Confidence

Alongside public funding, Comcast has committed over £5bn during the five-year construction phase. The company is also planning a further £1bn in capital investment across the resort’s first decade of operation.

This level of private sector commitment places the project among the UK’s largest visitor attraction developments. It also strengthens the country’s position as a destination for international entertainment investment, particularly where major IP-led experiences, hospitality, media production, and live visitor formats meet.

The Government has said the project could create 20,000 construction jobs, followed by around 8,000 operational roles after opening. These roles are expected to span construction, hospitality, creative production, technology, and guest-facing services.

Opportunities For The UK Experience Supply Chain

For Experience UK members and the wider visitor experience supply chain, the resort’s development will be closely watched. Large-scale destination projects of this type require specialist input across masterplanning, themed design, show production, fabrication, lighting, audio, AV, queue management, accessibility, retail design, food service, maintenance, and operational training.

The project may also create wider demand across Bedfordshire and nearby towns, including accommodation, transport services, public art, events, workforce training, and supporting leisure infrastructure.

The resort’s location within the Oxford-to-Cambridge corridor adds a further strategic layer. Government activity around housing, rail links, science facilities, and development powers in the region suggests the scheme is being positioned as part of a broader growth plan rather than a standalone attraction.

For the UK’s experience economy, Universal United Kingdom Resort could become a major reference point for how public infrastructure, private capital, creative industries, and regional planning can combine to deliver a destination at international scale.
